- Memorandum of Understanding on Trade Facilitation – signed in July 2021
It defines areas of cooperation that would lead to trade benefits. Based on this Memorandum, the PKS has created a Roadmap for the realization of the Memorandum of Understanding.
- Memorandum of Understanding on Cooperation Related to Free Access to the Labour Market in the Western Balkans - signed in July 2021
A framework for enabling free access to the labour market for all citizens of Albania, North Macedonia, and Serbia on equal terms as citizens in that state.
- Memorandum of Understanding on Cooperation in Protection Against Disasters in the Western Balkans - signed in July 2021
Framework for faster and smooth cooperation between Albania, North Macedonia, and Serbia in cases of disasters and natural disasters.
- Agreement on Conditions for Free Access to the Labour Market in the Western Balkans– signed in December 2021
It allows every citizen of these three countries to be able to find a job on the same terms as a local resident
- Agreement on the Interconnection of Electronic Identification Schemes for Citizens of the Western Balkans - signed in December 2021
Enables free access to the labour market. Each citizen requests from its e-Government portal to obtain an Open Balkan ID number, with which he or she can freely access the labour market anywhere within the Open Balkan region.
- Agreement on Cooperation in the Areas of Veterinary, Food and Feed Security and Phytosanitary Areas in the Western Balkans - signed in December 2021
The agreement regulates the steps that all aim to make customs and import-export procedures in the field of phytosanitary and veterinary inspections faster, to mutually recognize certificates issued by pre-determined lists of laboratories of all three parties, etc. The agreement aims to speed up the flow of agricultural goods and reduce unnecessary costs.
- Agreement on Mutual Recognition of Certificates of Authorized Economic Operators (AEOS) Between Albania and North Macedonia - signed in December 2021
- Agreement on Mutual Recognition of Certificates of Authorized Economic Operators (AEOS) Between Albania and Serbia - signed in December 2021
The two agreements, together with the previously signed Agreement between Serbia and North Macedonia, aim to speed up the process at the borders for authorized economic operators and for goods originating from Open Balkan, unless harmful to health, to pass freely with minimal retention at the borders.
- Trilateral Agreement on Cooperation Between General Directorate of Accreditation of the Republic of Albania (DPA), Institute of Accreditation of the Republic of North Macedonia (IARNM) and Accreditation Body of the Republic of Serbia (ATS) - signed in December 2021
The agreement offers a legal basis for the accreditation agencies to cooperate, to work on harmonisation of standards, which will lead to automatic recognition of certificates.
- Agreement on mutual recognition of academic qualifications – signed in June 2022.
The agreement provides easier access to the labour market through a faster and more efficient process of mutual recognition of academic qualifications for citizens of the Open Balkan.
- MoU on cooperation in the field of tourism in the Western Balkans - signed in June 2022
The MoU defines cooperation in the field of tourism through possible forms of cooperation in the field of harmonisation of the regulatory framework that will enable mutual recognition of travel agencies, and operators, then in the field of the promotion of a single tourist product, new tourist routes, joint participation at fairs, conferences, and for further coordination, a Joint Working Group will be established and should devise a two-year work plan.
- MoU on cooperation in the field of culture - signed in June 2022
The MoU regulates possible forms of cultural cooperation between the institutions of the three parties, joint calls for project financing, easier mobility of artists within the OB and the issue of their residencies, etc.
- MoU on cooperation in the field of tax administrations in the Western Balkans - signed in June 2022
The MoU provides a framework for the cooperation of tax authorities in the field of sharing knowledge, experience, and good practices, but also facilitation of tax collection, joint work on suppressing tax evasion within the OB, etc.
